Elder abuse
Overview
There is no specific Ordinance dealing with abuse of the elderly in Hong Kong. There is currently no legal definition of “elder abuse”.
The Social Welfare Department (SWD) has issued a document entitledthe “Procedural Guidelines for Handling Elder Abuse Cases” in December 2003 (Revised in August 2006). According to these guidelines, “elder abuse” refers to the commission or omission of any act than endangers the welfare or safety of elders. It has neither any legal binding force nor any legal implication. The Social Welfare Department recognizes six forms of elder abuse:
- Physical abuse
- Psychological abuse
- Neglect
- Financial abuse
- Abandonment
- Sexual abuse
